QUOTE OF THE MONTH "The Commission was comprised of unbiased experts in fields relating to health and radiation and were highly qualified to evaluate the issue in a fair and in-depth manner. The Commission submitted its final report in November 2020, with a key finding being that exposure to wireless communication radiation is harmful to the health of humans and the environment. Those findings apply to all forms of wireless radiation, which include all generations of cellphone
radiation." Kent Chamberlin, PhD, letter to Queens Community Board 12, 2-13-23, Chair & Professor Emeritus, Univ of NH, College of Engineering and Physical Sciences, Dept. of Computer and Electrical Engineering

A.D.A. NEW RULE UNDER TITLE II Justice Department to Publish Final Rule to Strengthen Web and Mobile App Access for People with Disabilities 4.8.2024 [Updated
4.25.2024] The Attorney General has signed a final rule under Title II of the
Americans with Disabilities Act (ADA), which applies to State and local government entities, to improve web and mobile application (app) access for people with disabilities. The National Call responded with the following submission, making clear that: While we applaud the DOJ’s efforts “to ensure ‘equality of opportunity, full participation, independent living, and economic self-sufficiency’ for disabled individuals, under the ADA,1 the NPRM fails to take into consideration that the EMS Disabled, a growing population in the U.S., will not be able to use mobile applications because of the health hazards associated with use of such apps. The EMS
Disabled do not need mobile apps, they need safe access to the web content, services, programs and activities on an equal basis as the general public. See https://thenationalcall.org/resources/ under the fold at #15 National Call Federal Submissions. In the new rule, the Attorney General responded to our submission at webpage 285 at https://www.ada.gov/assets/pdfs/web-rule.pdf : Department received comments suggesting that the rulemaking should: . . . address concerns about how the increased use of web and mobile app technologies may affect individuals with electromagnetic
sensitivity. While the Department recognizes that these are important accessibility issues to people with disabilities across the country, they are outside of the scope of subpart H of this part, which focuses on web and mobile app accessibility under title II. FEDERAL
BILLS MOVING FAST! Need individuals in each state to contact their federal Reps/Senators, and adjoining districts. See ACTION ALERT for what you can do! BILLS THAT NEED IMMEDIATE ATTENTION: - SUPPORT HR 8082 Will nullify the small cell order
- OPPOSE HR 8230 NEPA exemptions in national forests - will nullify the small cell order
- HR 1339 passed on
suspension 4.26.23 Precision Agriculture Connectivity Act: Requires FCC to determine how it can use rule making to promote satellite use for precision agriculture [would require cows to swallow sensors, like a cell phone, to be radiating permanently from their stomachs].
- HR 1123 - passed on suspension 3.7.23
- Understanding Cybersecurity of Mobile Networks Act - expressly excludes the most insecure mobile network - 5G.
- HR 1353 - passed on suspension 4.25.23 Advanced Local Emergency Response Telecommunications Parity Act - requires FCC to make spectrum available to any underserved area.
- HR 682 - passed on suspension by voice vote 7.25.23 Launch Communications Act: Make spectrum available for commercial satellite launches.
- HR 1752 - passed on suspension 3.11.24 E-Bridge Act: Allows Sec of Commerce to make broadband grants available.
- HR 6492 - passed on suspension by voice vote 4.9.24 Expanding Public Lands Outdoor Recreation Experiences Act (EXPLORE Act): Omnibus federal lands bill that incorporates HR 5919 (Connect Our Parks Act) and authorizes installation of broadband in National Parks on recreational areas; allows Dept of Interior to deputize industry consultants to approve and oversee wireless
installations.
- HR 4510 - passed on suspension 5.15.24 Subordinates the Pentagon to centralized authority of the NTIA and FCC by requiring them and other federal users (e.g., FAA) to first submit comments to NTIA who will filter and summarize them for FCC. For DOD, creates security risks and risks connectivity interruptions for DOD operators (launch sites, etc). Incorporates
HR 1123 which excludes 5G networks from a cybersecurity study on mobile networks, the most insecure of all predecessor networks (see Sec 405(d)(2)). Former FCC Commissioner Tom Wheeler has characterized 5G as a "The CyberParadox" b/c 5G wireless is inherently insecure, so to exclude 5G makes this bill a potential waste of tax payer dollars.
- HR 1513 - passed out of Energy &
Commerce Committee 5.14.24, can be voted on any day now. Creates an FCC 6G task force to create plans for 6G deployments. Should be amended to include study of health and environmental impacts?
The FCC voted on 4.25.24 on net neutrality - We Can Defeat Telecom's Prison!

INTERNATIONAL NEWS The International Declaration on the Human Rights of Children in the Digital Age Nicholas Martin Reports... 5G can be at many
frequencies, 5G is not defined by frequency. 5G can be MHz, GHz and THz. Infrared THZ 5G is LIDAR for example. 868 is in many streetlights. The LED streetlights in UK have 5G antennae in them, as shown in the manufacturers' documentation - from Lifewire: "Inside a small cell is radio equipment necessary
for transmitting data to and from connected devices. The antennas within the small cell are highly directional and use what's called beamforming to direct attention to very specific areas around the tower. These devices can also quickly adjust power usage based on the current load. This means when a radio is not in use, it will drop into a lower power state in just a few milliseconds, and then re-adjust just as quickly when more power is needed. 5G small cells are fairly simple in design and can
be installed in less than a few hours, sometimes even faster, like with Ericsson's 15 minute streetlight solution, Street Radio 4402. This is very much unlike the beefier 4G towers that take much longer to install and get up and running. Of course, small cells also require a power source and backhaul to connect it to the carrier's 5G network, and eventually the internet." In the US, smart city Peachtree Corners is beaming with innovative technologies www.iotworldtoday.com Neil McDougall Reports... "My 3 month sojourn into the legal argument presented to the Court to justify ICNIRP revealed that the public interest was served in a string of laws that were ignored subsequent to 2010 when the UK Govt deregulated
restrictions on Telecoms. The case law relied upon by the Govt subsequent to 2010 was selectively used to reinforce the deregulation, but often supported the public interest when read in depth. The deregulation is therefore very fragile. The late June Appeal Court decision I referred to, restores to some degree post-Brexit stability and certainty on pollution control as a widely delegated primary obligation of public authorities nationally, regionally and local.
